Note from Les:   Personally I think a window in a bathroom is more trouble than it is worth.  I would put glass block on or something like that and get rid of the sill.  Windows always swell due to the moisture when they are made out of wood which is about 99% of the time.  I would not make it open able but I would put a very strong fan in.  Broan makes a pretty good one.
